As I read it, yes that's correct. But to be sure that is the case, there is a link to another story in that article, pointing to the BT checker. There you can see if there is, indeed, a cease order on your line. In that case, you will need to do a re-provide on your line, so you will unfortunately have down time for possibly 10 days or so, depending on who you choose as your next ISP.
