Was it just a plain-vanilla pay-as-you-go dial-up account? Or did they sign-up to something? If they signed-up then it could be that the ISP uses the CLID (caller ID) to determine the user, in addition to a username and password.

If they're not bothered, just sign 'em up with another ISP. Windows has a handy built-in feature to allow you to create a pay-as-you-go account with various ISPs. You dial in to Microsoft's freephone number, and it pulls all the details. There's companies such as Virgin.net, supanet, etc... - just watch out for those that are pay-as-you-go and those that are contract-based.
