This area of Acton was one of the first Videotron TV only installations, when the phone service was added it was not rolled out to apartment blocks. The area has never been BT.
As you point out West London is a mess and NTL cannot say if we will be upgraded, an NTL engineer recently advised me to keep phoning NTL CS to check on digital availability, however with the long and expensive wait to get through, I am not going to be taking his advice.
