Well, you could contact Ofcom as NTL have charged you for something that you haven't and probably never receive. Ofcom launched an investigation on Bulldog Communications as many customers complained that they'd paid an upfront fee for 16MB broadband and they couldn't even get 2MB in some areas and therefore Bulldog was ordered to pay the money back to thousands of customers.
