You could use this workaround if you want to

Set your pc to dial 0800 519 0150, this is the ntlworld registration number.

You should connect but won't be able to get any webpage however, if you type in the address bar "autoreg.autoregister.net" this should take you to the ntl page asking you if want to register for Broadband or Dialup.

Choose the Dialup option and follow this through selecting the PAYG option.

When you have finished it will have reconfigured your settings so that it's set up for ntlworld, you should be able to get on the net.

Go straight to the Tiscali website and I'm sure you can follow the same process there choosing whether you want the PAYG or Anytime...... and heyho you should all be setup for Tiscali
