Should be very simple to do. The router should have a set-up "wizard" to guide you through things, you'll just need your Tesco broadband username & password, & other other settings.

Nope. Just set up the wireless connection from the laptop to the router. No need for software.

Nope. The router will do all the net connection sharing, so you won't need to have the desktop turned on to use the net on the laptop.
