I've been having the same problem with emule of late. One day I was getting great download speeds (and I'm only on the mid-range ntl connection), the next it was struggling badly.
Do you share many files yourself? The reason I ask is that I don't, and there seems to be some kind of system for building up your "rating". The more people upload from you, the better your rating. I suspected that I downloaded too much in comparison to what I provided, thereby affecting my ability to download.
Check out the help system on emule for more info, although to be honest there's not a helluva lot of explanation reagrding this particular aspect. In fact, there seems to be no actual way of checking out your own "rating" at any given time!

Oops....I also meant to mention that when I use Limewire, I get great download speeds.
Unfortunately, Limewire doesn't seem to be quite as comprehensive as emule (and it's search facility is kak).
