Have you contacted Telewest about the problem at all?

Have you had the problem ever since 1st getting Telewest?

Are you running any P2P software, & if so, what is its upload limit set at? If you are uploading at a high rate while also trying to download, it can drastically affect your download speeds, or max out your connection. [see here ]
