It's nothing to do with the fact they may or may not be old enough to sin, it's due to the fact that Adam and Eve disobeyed Big G, so their ancestors (ie, us) suffer for it.
Diseases and suchlike are believed to be creations of Satan. As for AIDS, it was
suggested the explosion of infected people in the early 80s was
mainly due to promiscuous homosexual behaviour, so you may be able to see where Christians make that connection.
