Doesn't matter if they / we should or shouldn't - at the end of the day if it's taxpayers money, then it's taxpayers money and there's nothing we can do about it.

Anyway, if he (amongst others) is in full paid employment as a part of the programme, won't he be being taxed etc, so he is also indirectly paying for it.
