Take it from me, we can't, it's just one of those things - STBs are all or nothing. If you want to blame someone, blame whoever built the original provisioning system without knowing that in four years time a load of boxes would need to be swapped out before a service was upgraded. 20-20 hindsight is always good.
Don't know what CS are playing at, if they don't know that the rollout for STBs is delayed then someone isn't doing their job properly, and I'll make enquiries in the morning. There currently isn't any such thing as a 1.5Mb STB outside a test lab - it's tested and ready to go out as soon as the word is given.
SACMs are upgraded on a per-card basis - some cards are delayed for capacity reasons, all others are upgraded and we regularly check for strays that got missed. I'd love them the do a review after all this has finished, though, I have one or two points to put, mostly as a result of reading this thread.
Last time I looked the site said quite clearly that 1Mb STBs were delayed - the postcode checker is for SACMs and 300/750k STBs and should be mostly valid - postcodes don't map correctly to CMTS cards, but more people know their postcode than their CMTS card.
