I think there should be a forum award for spotting open cabs and open holes with busted wires in them, you'd win every time ....
But I do think the best thing you can do is phone NTL (make sure you have a flask of tea with you before you start) with the cab number and postcode. There are plenty of NTL staffers on this site but never officially, so you can't guarantee the right person will see it.
