Are Spurs stupid?

Having had a 5m + Rohan Ricketts bid rejected in January, today they bid 3m for the most exciting talent outside the Premiership, Andy Reid (<-)

What makes them think that they will get him for that price, when they've had a higher bid rejected, for a player who is openly happy at the City Ground. Idiots.
