University? You should have said I've experienced (and worked with) two different University Computing Services and I'm not sure which was the worst in terms of provision of services and communications. Often breath taking in their arrogant disregard of users. It wouldn't suprise me if they haven't changed something and not bothered telling anyone, including their own user/IT support.

It does sound like they're doing some sort of blocking, but it might be JANET - all Universities are connected to the Internet via JANET (it's a wide area network). Talk to your University and press hard for an authorative answer.
