It may be in the interest of NTL management to turn to their advisors and say, " It is up to you to implement discounts etc if you feel it right."
But, it opens up a can of worms imo.
There is no black and white.
When I called to downgrade my 1mb to 600k I was polite about the whole thing, which is generally the way I deal on the phone.
The whole thing was carried out with no mention of a discount if I stayed on 1mb speed, yet I hear stories about people calling to do the same thing and they are given 6 months discounts etc.
There is something radically wrong, and about time cs staff were told to treat all customers the same.
