I think your assumption is right and its the thinner phone cable that has been nicked. The TV and BB both feed through the thicker coax cable.

Although you have not subscribed to the TV/phone it is normal to provision for all 3 services when they do the 'pull' to the property.

This could have been avoided, as since you live in Herts, there was no reason to go digging in Beds!!
