NTL have different IP address ranges for different broadband speeds/tiers. If equipment is connected via a router to the cable modem, then it is the router that needs rebooting, not the connected PC's. This is because the router has to drop the IP address it has been leased(from the IP address pool of the old speed), and obtain a new IP lease from the new address pool.

Rebooting the cable modem changes the config file, and through this changes what IP pool(and hence speed) your cable modem accesses when delivering an IP lease.
