It wouldn't. I think the stuff that you were fed by someone at t/s early was all poo. Proxy issue... leave it specified for a while and give it a try without every so often to see if the situation improves.
ps are you sure the proxy address is 61 not 62? if it is 62 then it is a belfast proxy, try specifying one closer to you. I will update with the list from robin walkers page shortly if you haven't got it.
