In certain circumstances you need planning permission before you can fly any flag, and IIRC technically you need royal permission to fly the Union flag.

Footnote: There is no statutory flag of the United Kingdom. The Union Flag has become our national flag by convention, simply because we commonly use it as such. It was invented for King James I (VI of Scotland) who wanted his Scottish and English navies to fly the same flag. Neither the English nor the Scots were initially happy at seeing their flag stained by the colours of their old enemy, but with persistent use it became established nevertheless.

Additional footnote: While all ships sailing in British waters must fly the appropriate ensign flag, for the reason above, only ships of the Royal Navy are allowed to fly the Union Jack.
