this whole abstinence thing is a load of moralistic crap.

If the people in charge think for one moment it is going to make the slightest bit of difference when kids know by having a good shag, getting pregnant = free money and house. Nothing will change.

Abstinence is not the key, education may well be but abstinence will not be noted by any of them, why would they chose to go without sex AND have to fork out for a silver ring that means pretty much FA.
Any kids with such a ring will be taunted with calls of virgin etc.

Permanent irreversible sterilisation of the charvers, scrotes, ****, slags, whores and whatevfer else you chose to call them may help though.
