Celibacy until marriage just doesn't work though does it, for several reason, depending on who you are. Education has to be the key and if people sill decide to ignore it (as many do) then there is no help for them. Just telling people not to do it just won't work, they will just carry on regardless. Sex is perfectly safe if you just take a few precautions.
As for STD/I's being passed on without sex, crabs can be passed on by sleeping in the same bed as someone who has them.
