I think it is dam well-known about the dangers of unprotected sex and some people chose not to believe it or not to care. AIDS and such are spectrally well-advertised. TV programs are always showing dangers and using protection is common place.

Shouting EDUCATION everytime is not effective. People do know the dangers and if they refuse to notice they will get punished,
