as far as i know this is official ntl stuff, although i have only heard about it a couple of times. I have a feeling (although this is all just a feeling and not definate info) that it is something that you can opt out of subscription to when you sign up for any sites, eg myntlhome, ebilling etc... don't know if this will explain it
