well, do & dont have to are a matter of who actually cancells the account.
If NTl want to they can insist on it, however writing in just makes it legal & confirmed so that they cannot deny any cancellation took place etc. he HAS rung in & cancelled it though, its jjust that knowing NTL he is best off confirming it in writing.
