yes they are... otherwise people wouldn't be getting the message shown in
this thread. They may only be scanning outgoing messages at the moment, but the anti spam legislation brought in in december requires all ISP to take some kind of action.
If any user sends more than 50 (or it might be 100 i can't remember) individual messages in an hour, action will be taken against them.
For news on proper spam/ av filtering at server level, all i can say is... watch this space...
