Can I do this..(aerial signal from cable)

Okay, I am currently only subscribed to NTL broadband. This week, the arial to the block of flats that I live in has gone out and stopped providing a signal for some reason that the landlord can't determine. Other people in the building have managed to use the NTL cable to get a signal for their tv's.

My question is, can I do this, only being subscribed to broadband, and if I can how do I go about doing so?
