In any event, upper storeys should have more than one escape stair if the number of occupants for each storey exceeds 500 or the floor space exceeeds 900 sqm (in which case at least one of the staircases needs to be a 'firefighting' stair which have very strict regulations for fire and smoke resistance).
There are of course pages and pages of regulations regarding Fire Safety affecting all manner of things from means of escape, fire resistance and access for fire fighters, but I think the above is enough for now !!)

The remaining operational sections of the Wythenshawe office have been fully inspected by Fire Safety officers and they are more than satisfied with the arrangements apparently.
The upper storey is only a very small area, as most of the upper (second floor) areas were the ones that were damaged in the fire, as that is where the fire apparently started.
The majority of the Wythenshawe office only has two floors, not three, anyway, so only a small area is involved here.
