Depends how they monitor though Noob.

The point I was making is that even if such users restricted themselves to 1 gig a day but did so at peak times (as it was more convienient for them) it would completely negate the benefits from them having reduced their bandwidth.

The whole point of the exercise is to reduce congestion not just get people to comply to an arbitary limit of 1 gig.

Think about the reason for the rule rather than just the rule itself and the argument we make about off peak use makes sense but the way the cap is applied does not.
