It's not a matter of 'not liking' OFCOM. Customers have a right to refer complaints to OFCOM and no-one would ever have a problem with that.

It shouldn't be left to get to this stage though.

OFCOM will require that the normal channels have been exhausted though. I regularly deal with customers who tell me they have written to OFCOM before they even contacted ntl! That's nuts, and OFCOM will usually refer them straight back again.
