This is the usual story of ntl and their "taking ownership" of a problem. I wouldn't worry about the bill in the slightest, and please whatever you do, don't get worked up.

A simple completion of the complaints form on the Ofcom website and you can sit back and relax. Ofcom can sort it out with ntl and you can just wait for a letter to arrive. As long as you have the cancellation letters and collection receipt then you have nothing at all to worry about.
