why do you want a static IP?

Theres isn't a lot you can't do with a dynamic IP, just use a service called dynamic DNS from a place such as www.dyndns.org, it's free to use and it will map a url to a dynamic IP.

Edit: As has also been found out before, even the business package only offers semi-static IP's anyway.
