Yikes! Those traceroutes are diabolical, Paul! Even too bad to be caused by your local server - did you have any downloads or peer-to-peer/file sharing software running when you ran that test? If so, close the software (right-click on its icon down by the clock and choose Exit/Close/Shutdown) and run the test again. If not, since you're running Windows XP I'd suggest you follow the instructions at
