If I were a ISP I would offer PAYG broadband what a way to get people hooked on a product.. like selling drugs to people.. spend a little to make a little, or create the addiction to create the demand.

What like a modem that emits addictive gases! :drool:

Paying for bit/bytes downloaded would be more sensible.

As long as the gasses didnt come from me.

Imagine the potential though, get people to sign up on what they beleive is low risk. They find the internet a much better place than on modem and before you know it there signing up to £30 a month because they have been spending £50 a month on PAYG... are genious..... or fleeced.. depends from which end of the carpet you come from..
