ISP start question

Hello,
How do you think, in order to calculate IP-traffic, what kind of accounting to choose? RADIUS accounting? Or NetFlow accounting? Or IP-accounting?

Bear in mind that this forum is for UK Cable ISP users. AFAIK, none of us have ever set up an ISP.
