NTL Broadband Instalation - Digging Up The Road For Cables

For NTL to transfer my broadband to me and my partners property they have to dig up the road and install the cabling up the whole street and upto the property. They quoted £229. Even though they said that the NTL broadband service is availble in this area we have to fork out for the instalation into the whole street.
