Can I connect two PCs to the internet at the same time by connecting one via the ethernet connection on the modem while connecting a second pc via the usb port?. sorry if this is a stupid question and has been asked before.

No. You need a router to do that.

Surely there must be a workaround for this, I dont need a router I could just reconfigure the cable to a crossover and then link the two PCs via ethernet and connect one via usb and configure internet connection sharing. At no extra cost

Router is your best bet - as then you will have a pucker hardware firewall and extra security and you won't have to have various computers switched on all the time
