I used to have the same problem and could only find 1 solution. The problem is that the 2nd window is using the dimensions of the first one when it is NOT maximized. The solution is to resize the first window by dragging on it from it's borders. Here are the steps:

1 - Open 1 instance of Internet Explorer
2 - Click on the Maximize icon (restore down) so that it is NOT maximized
3 - Stretch the window to be full screen by dragging on the edges of the window
4 - Close Internet Explorer to save the settings
