Suggesting these fans were too stupid to realise that an evacuation going on?

Or that the stewards at the grounds don't bother to ensure the evacuation proceeded correctly. Not germanic efficiency, is it?

Depends on the desired effect... But even then, it wouldn't be the best example of Deutsche Gruendlichkeit, as nothing actually happened :shrug:
