Free Upgrade But When

i only just signed upto NTL 3 for £30 offer and was told that my 1meg service would be upgraded to 10meg for free when it became their standard speed which would be in less than a year.
well ntl have now releases their 10 meg service so when will 1 meg customers be upgraded for free as their site says it's only their 3meg customers?

thanks in advance
