Network card problem
I have upgraded form 3Mb to 10 Mb, and my lappy via wireless (54Mb) get around 7Mb, where as my dads PC which is connected via cable to the router can only get 117kb.
Could it be that the NIC card is 10Mb and cannot handle the data |

check your network connection and see if its set to 10Mb or 100Mb. Even if it is 10Mb card still should be a lot higher than 117Kb

Its an old 10Mb card.
I plugged my lappy in to the port that my dads PC was using and get the same speeds as wireless |

even so if your connection is 10mb and the card is 10mb your still going to pull more speed than 117kb.
is the card lower than 10Mb but windows is showing it as 10Mb? |

Have a look and see if the NIC has current versions of drivers - manufacturer rather than a generic windoze set. Also look at the card's Connection type - see whether the Duplex settings are trying to do something odd.

The crazy thing is it was working ok before the 10Mb upgrade
