Does anyone know if and where such a device can be bought?

If you mean something do watch the channels without paying for them then you can't legally.

If something is scrambled, it is for a good reason.

No device bought externally to a cable network or agreement can be used legally to connect to said network.

The "descrambler" is the ntl supplied STB. There is no need for anything else, as it will descramble only those channels which your subscription allows you access to.

To attempt to gain access to anything else, outside of your subscription is theft of services, illegal, and will not be discussed on this forum.
