football on PC/TV

Hi you know with these digital boxes for pc etc . . and how bars can show football live one sundays via foreign channels. anyone know if their is a positive way to do this on pc or tv with some sort of box/chip whatever is needed? ?

If you look around you can find some streaming football on the net, but i find it poor quality.
