RCS Messaging on iphones?

Apparently the new ios for iphones will enable RCS messaging so basically a form of imessage which will enable read receipts with android users for example.

however it still hasn't been switched on for o2/virgin media. Any idea when it will arrive? currently only in USA and Germany i believe.
