Also, when someone reads a script in person it’s what’s commonly called a ‘speech’. They occur in many contexts, for political and social reasons that appear to have escaped you.

That is what's called giving a speech. Its done in person for a reason. Not to mention Biden was already there for a certain big anniversary event.

He didn't travel there just to give a speech.
