It's because the sentences for such crimes weren't as severe when the offences took place. Anyone carrying out the same offences today would be dealt with more severely.

Seems to be routine behaviour for one part of our society and rarely does anything get done about it the odd scapegoat here and there should not be enough.

Nicely nuanced. I don't regard them as "part of our society", rather being a society of their own.
