I Guess if it's made compulsory then VM will be dragged kicking and screaming into line. Otherwise I won't hold my breath.

It may only affect those on the lowest tier from what I understood.

It's voluntary but if OFCOM say Virgin Media have signed up, then they have.

If they were on a higher tier then they couldn't really be described as "vulnerable".

People can become vulnerable at any time, regardless of what services they have.
