In effect, yes. In due course, however, it's expected that Vivid 500 will be available to non V.VIP customers.

It's fairly typical of Virgin to roll out top-tier to a limited number of people first.

To limited areas, yes. But I've been able to jump on every upgrade since 50Mbps as soon as it was available in my area. But 500Mbps is available in my area but restricted to the V.VIP package.
