looks like the base for a virgin media DSA shd/mux cab [telephones]

Yea. The one on the right is the hfc fibre node. The telco cabs come prebuilt with all kit on so the base is installed then power, then the cab with kit is lifted on the same day the power is done I believe

Yea. I would imagine to stop people tripping and prevent the ducting filling with water

Either to let rats in or for lifting. Haha. I have absolutely no idea what it's for, I've never seen one of these cabs being installed, I just know how they are installed!

Just a cab root cover, to stop any future personal injury claimants. Which in slaithwaite i'm sure there would be plenty.

This is a root base cover for the VMT1 cabinet chassis, its designed to be noticeable and a temporary solution until the cabinet is dropped (once the power connection is in place). The idea behind this is to prevent people tripping over the root base if temporary guards were not an option (I.E. narrow footpaths).

Haha yes! There's a similar thing round here for a new housing estate. I'm amazed nobody thought to look at what the covers on the box in the pavement in front of it say.
