BT will be forced to let rivals take control of its lucrative high-capacity fibre optic lines for businesses under new rules proposed by Ofcom to increase competition.

Could that also give VM the opportunity to expand it's network utilising BT fibre?

Dark fibre where? BT, VM, Verizon and many others have been providing dark fibre long-hauls for decades. No ISP has any problem building a backbone network owing to lack of dark fibre.

It's really at the access network that it matters, but then nobody has any particularly large amount of FTTP access network anyway, dark or otherwise. So I'm not sure what they're getting at.
