There's no point going to Ofcom about it. Broadband is a "best effort" service, so there's no requirement for them to replace your aluminium cable with copper to improve the speed.

when i worked for bt they promised all aluminium cable would be gone by 1989 its terrible stuff it turns to a powder and disintegrates in your hands .

It is indeed terrible stuff, only introduced due to copper becoming seriously expensive for a time. The other nightmarish stuff was "copperweld", which was copper coated steel and it rusted to powder.

Ask for a lift and shift to another line that might still be OK? They must be able to provide some options surely...

I'm thinking of offering to pay for or share the cost of re-pulling my u/g section as copper.

It is a breach of all technical standards that the correct impedance cannot be maintained across the wired part of the circuit. It's a built in fault and definitely not reasonable or best effort.
